Rybak Focuses "State of City" on North Side

Minneapolis Mayor R.T. Rybak gave his State of the City address on Wednesday, April 11, 2012 at the Capri Theater in North Minneapolis. While the speech concerned the state of the entire city, Rybak gave special attention to the economically depressed north side.
